::There's a decently sized street in Domino bordering the bay area that has a bunch of underutilized lots.

There's at least three of note here. Two by the ocean, and one across the street.

The one across the street has a large, if you looked overhead, snowflake looking vehicle.

In front of it is a booth, like a lemonade stand or Lucy Van Pelt's 'Doctor Is In' 'office from Peanuts. It reads "Hyperborean Embassy".

It is being hosted by a small sassy child of indeterminate gender. And a pair of 'blue' skinned people in nice suits guarding their eminence's body.

Let us call them Option A

Across from them is a short-haired blonde woman in goth wear, feet up on her booth's surface. They look like stainless steel shitkicker combat boots. She looks belligerent and is reading a trashy magazine. Her booth reads 'Embassy for the Unaligned Principalities'.

Let us call her Option B

And thirdly, in a both in the lot over from Ms. Shitkicker is a woman in a nice green-blue dress with opera gloves. She's a long-haired blonde. Her booth reads "Automekanikan Embassy". She seems relaxed and pleased as peach.

Let us call her Option C

All of them look ethnically Japanese.

Perhaps you should make inquiries with the Duel Spirit worlds represented here if you need to get in touch. There's at least 3 great powers represented.::

We do have the lots. And I believe we could develop the land if we so choose.

I don't need a building, the Hyperboreans' vessel is their embassy, I'm not sure what is with the Daughters of Hell, but I believe the booths are more. Tradition at this point.

It feels below the scale expected of the persons here, but, well.

I suppose a smaller image helps avoid those on Earth seeing you as a threat, as one form of logic. But...

I can't really give my complete view on this. We haven't considered the idea of even opening ourselves up to more formal communications with Earth. It isn't my place to judge, Lady Hirume.

Failnaught, my friend, it might not be your place, but it would be absurd of me to not take your advice, on the grounds of you being my friend. Only a fool of a sovereign does not take the criticism and candor of their friends and advisors.

... That said, I do think for the moment it lay best for those of us here to play the role of the lamb rather than that of the wolf, for there are forces at work that I suspect will make the former much more strategically valuable, my friend.

A permanent building may be unnecessary for your purposes. Temporary structures can hold a lot of variety-- enough that you can still come off as the "lamb" in this situation.

Perhaps something similar to a pavilion?

I see. You're fortunate you can take your original form without concern. I find that Earth's space and energy levels are unsuitable for most, including myself.

The divine dragon, seems ackward, realizing his action had made the Barian feel uncomfortable, “I dunno everyone acting like it won’t get anything done. But mom and dad, said this is a warning.”

Ragnarok flutters about, “and if they the Japanese Goverment don’t act, they said, ‘we will’. And reminded my sis and I our names are Ragnarok and Apocralyph.”

There is... Likely a sense of pessimism when it comes to Earth at large. Domino City, here, seems to be the most "open" space when it comes to those of the Twelve Dimensions.

“Well its wrong! This is wrong, I should be able to wear my skin freely. And people treated with respect. Can you believe this? Three Mighty Kingdoms, as a pop up carts,” Ragnarok is visually upset.

As they talk, Apoc turns, “Ummm are you a Barian? I thought you were in the Land of The Dead.” Apocralyh walks over, a tween girl in size. She smacks Ragnarok, “Brother what will we do with you.”

“My parents told us stories, about the noble barians. Whom never gave up there hope. Is it true?” Apocrayph pauses, “but if its true and you needed help, why didn’t our parents help you?”

*Land of the Dead... well, that's a way of putting anything.*

We needed help, yes. But our enemy was something that was beyond the scope of many to give assistance against.

Honestly, the only way most were able to help, was simply by looking the other way and not stopping us, instead.

I don't begrudge His and Her Majesty for choosing to not assist us, in that time. It's thankfully in the past. Thanks to locating two of our own that we thought once lost, we were finally able to escape the chaotic space we previously called home.

As an archer by nature, I'm uneasy with close quarters.

Dragons are chosen by the Gods, but our enemy considers itself to be above that of even Gods themselves.

Notably wiping out other civilizations and imprisoning others through the use of the judicial system of the 12 Dimensions didn't help, of course.
